Summary
Nearly all of RedisInsight's skills are the maintainers' own engineering standards for contributing to the RedisInsight codebase, not guidance for using Redis or the RedisInsight app.
Most are conventions for the two halves of the app: backend covers the NestJS module/service/controller structure, frontend covers React, Redux, and styled-components patterns, and the rest — code-quality, i18n, testing, e2e-testing, feature-flags, tsconfigs, and type-check-baselines — are the linting, TypeScript, and test rules that go with them. Four more — branches, commits, pull-requests, and git-safety — are the repository's git workflow: branch naming, Conventional Commits, PR templates, and a rule against force-pushing protected branches. All of those only make sense to someone opening a pull request against redis/redisinsight itself.
The one exception is redis-insight-plugin, which teaches an agent to build a Workbench visualization plugin — a real extension point for someone using the RedisInsight app, packaged with redisinsight-plugin-sdk, a manifest, and an activationMethod entry point, independent of the app's own source.

If you are that contributor, the coverage is genuinely complete: it names the test framework (Jest plus Testing Library), the E2E framework (Playwright), and the TypeScript baseline mechanism (.tscheck.rec.json) by their real names rather than generic advice.
