A PRD tool does not need forty endpoints; it needs to write, revise and find. Keeping the surface at three means the whole thing costs almost nothing in context and there is no ambiguity about which tool to call. The absence worth noting is delete — an agent connected here cannot remove a document, only add to or change one.
