Per-tool scopes mean a reporting connection and a spending connection are genuinely different grants.

Advertising APIs move money, and Meta's answer is granularity at the consent screen: an analyst's client can be given reporting and diagnostics without the ability to create a campaign. The inclusion of signal and dataset health is the underrated part — most spending problems on Meta trace back to a broken pixel or a bad feed, and having that diagnosable in the same conversation as the reporting is where the time is saved.
