Creating a form conversationally is pleasant and low-stakes. Creating an automation that emails everyone who submits it is a different act, and the two sit in the same connection. The per-tool scopes are the control worth using — grant form access freely, grant automation writes deliberately. The EU endpoint is the other detail to get right at setup rather than after: it is a different address, not a setting, so an EU account pointed at the global URL simply will not work.
